Smart City Mission
Smart city is an urban renewal and retrofitting program by the Ministry of Housing and Urban Affairs. It was launched by the government of India on 25th June, 2015. The mission targets over 100 cities and promotes mixed land use in area based developments, housing and inclusiveness, creating walkable localities, preserving and developing open spaces, promoting a variety of transport options, making governance citizen friendly and cost-effective, applying Smart Solutions to infrastructure and services in area-based development in order to make them better and overall giving identity to the city. The objective is to promote sustainable and inclusive cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of 'Smart' Solutions.
Ahmedabad Smart City
Ahmedabad was selected among the first 20 Smart Cities in India under the Smart Cities Mission of the Ministry of Housing and Urban Affairs. Govt. of India announced on 28-Jan-2016 that Ahmedabad has scored 66.81 % for the Smart City Plan submitted on 15th of Dec 2015. In spite of being the 2nd largest city on the list, Ahmedabad stands at 6th in rank in the country for its Smart City Plan.
About Us (SCADL)
As per the GoI guidelines, Ahmedabad Municipal Corporation (AMC) has formed a Special Purpose Vehicle (SPV) as Smart City Ahmedabad Development Limited (SCADL) for the implementation for the projects under the Smart City Mission for the city of Ahmedabad. Projects
Several smart city initiatives have been introduced in Ahmedabad ranging from transit management, city surveillance, e-governance, Integrated Command and Control Centers, digital payments in utilities and many more.
PAN City Projects
Smart City Ahmedabad Development Limited (SCADL) is committed to improve the city's public amenities, in this line SCADL is installing Smart Toilets at a minimum 200 locations in Ahmedabad City through Public Private Partnership (PPP).
Operation and maintenance of conventional toilets has become a challenge for authorities, mostly because of high operation cost, wastage of water, electricity, unhygienic toilet spaces and neighborhood and need of manual intervention for day to day operation.
Project Objective
About Smart Toilets:
Smart public toilet is a modular, prefabricated public toilet made of robust material and is integrated with user-friendly electronic interfaces. These are sophisticated unmanned, automated and have remote monitoring capabilities and its health status can be tracked over web. Smart public toilets shall have separate cabins for male and female usage.
Smart City Ahmedabad Development Limited (SCADL) in its endeavor to democratize the learning process is planning to upgrade AMC libraries into Digital Libraries.

Smart City Ahmedabad Development Ltd. (SCADL) is eager to latch on to the emerging segment of Electric Vehicle and usher in reforms in Urban Mobility segment of Ahmedabad city. The project addresses deploying the EV charging infrastructure (Bharat AC-001 and Bharat DC-001 chargers) for electric vehicles and taking leap in contributing to the Millenium Development Goals of having sustainable environment
The project focuses on development of mobile application having User, Concessionaire, Enforcement and SCADL /AMC module which would give specific rights to the individual module and be used effectively for developing seamless experience for parking arena across Ahmedabad city. The mobile application is too expected to be integrated with the existing mobile application of Ahmedabad city for citizens including AMC-Seva App.
Under this project the existing LED luminaire at single arm and double arm pole will be augmented with the smart controllers which would ensure efficient fault detection, vigilant monitoring, astronomical functioning and better operation and maintenance of street lights through Smart Lighting Management software, along-with cloud hosted mobile API integrable with AMC-Seva app.
SCADL is installing flow meters, pressure transmitters and RTU/ PLC Panels at strategic points in the distribution network of Water Distribution Stations (WDS). It will provide real time data on leakages and pressure drops at various points in the distribution network. Proposed System will also provide alerts and automated messages to WDS to take corrective actions.
Project Objective
The project aims at increasing the footfalls in the heritage city of Ahmedabad by focusing on the approaching visitors through the deployment of state of the art Information and Communication Technology (ICT) infrastructure in the form of Bluetooth beacons, Quick response code (QR code), Interactive kiosks.
A mobile application will be developed as well which will generate interest by giving Augmented Reality and Virtual 360 tours of the heritage spots in and around Ahmedabad city.

'Amdabike' is a SCADL's flagship project of public bike share system for Ahmedabad city. This public transport system gives an opportunity to the citizens of Ahmedabad to high-quality bike-based mobility in which bikes, stored in a closely spaced network of stations, are made available for short-term shared use. The objective of the project is to ensure that the citizen has easy access to sustainable transit option for their short trip and first/last mile connectivity within the city.
As the city progresses enhancing its mass transit system with AMTS, BRTS, Metro and electric BRTS buses- the aim of the city is to connect people from their home to the transport hub; and further to commercial place, workplace, school, college, recreational places, etc. Depending on their trip purpose and suitability the citizen of Ahmedabad will be given the option to choose between diverse fleet type (Non-Geared Bikes, Geared Bikes & Electric Bikes) through Amdabike initiative.
The eco-friendly public bike sharing system is inaugurated by Shri. Vijay Rupani. The system planned and being implemented as a part of Smart City initiative under the guidance of Shri Vijay Nehra. Primarily, the services will be available at all BRTS bus stops in the western part of the city and will be connected to various colleges, office and residential complexes, malls, lakes, gardens, etc within the vicinity. User would be able to pick up bicycles/e-bike from any PBS zone and can drop it off at any PBS zone, at any hour of the day. The bicycles/e-bikes are fully automated wherein, the subscribed user can lock/unlock bikes by scanning the QR code using respective operators' application. Accordingly, as per the usage, the user will have to pay a nominal charge for the service availed. The users can pay via Paytm / PayU wallet, Credit/Debit Card and also it will be integrated with the Janmitra Card as well.
An Ahmedabad based startup MYBYK was founded in June 2014 and currently operational in Jamnagar, Mumbai & Udaipur. Smart City Ahmedabad Development Limited company has issued a permit for operationalizing MYBYK in the city of Ahmedabad. The system will be starting with 2000 bi-cycles within one year and will be operational in approximately 150+ PBS station. The bi-cycles will be geared & non geared and there is no age limit to ride the bi-cycle. MYBYK has their own application and website by which a user can become a subscriber and can enjoy the ride from any of his desired location in the western part of the city.

Yulu, a Bengaluru based startup is a shared micro mobility service provider using electric two-wheelers to reduce traffic congestion and air pollution in urban India. It was founded in August 2017. Currently it is operational in Bengaluru, New Delhi, Pune, Navi Mumbai, and Bhubaneshwar. Smart City Ahmedabad Development Limited company has issued a permit for operationalizing YULU in the city of Ahmedabad. The system will be starting with 250 e-bikes and will be operational within one year in 150+PBS stations. The e-bikes will be having age limit of 16 year and above. No helmet needed for riding the bike as the top speed is 25 kmph. Users can download the Yulu application become a member and can have a ride to his desired location in the western part of the city.

ABD Projects
Place Making for Garden
Rejuvenation of the selected public places through improving the visual aesthetics and providing modern amenities. It contributes to increasing the green cover and enhancing the engagement of the public with public spaces.
Intermodal Hub
Creating a interchange facility between available transit models (AMTS, BRTS, GSRTC bus-stands and upcoming MRTS station-available transport modes) with safe pedestrian accessibility; New AMTS and BRTS Bus Terminal and MLCP for citizens by developing city level economic center through monetary inclusion with promotion of retail commercial mercantile, entertainment, advertisement and market establishment opportunity on DBFOT-PPP mode.
Retrofitting of Utilities in the ABD Area
Providing the essential infrastructure components such as water supply, sewerage and storm network in the ABD area as per the high rise density envisaged TOZ planning. Enable 24x7 water supply for the ABD area.
Upgradation of Anganwadis
Upgrading or retrofitting of 466 nos. of Anganwadis by providing the improvised internal and external built aesthetics, modern play and educational equipment to engage the children with ease.
Smart-Bin Project
Under this project sensor based underground smart-bins will be installed at 300 locations. Project aiming the digitization of the conventional system which will result into better managing system for Municipal waste with cost minimization and SLB. It will also create a hygienic environment at public places and will target to minimize the filth related problems.
Slum Rehabilitation
Creating approx. 8000 new houses for the existing slum dwellers on PPP mode in the selected area. It would impact not only the social livelihood standards but it would also minimize the problems created through unhygienic and poor outreach of basic infrastructure facilities in the slums.
Water ATM
Installing the water vending machines across the city. The basic need of life -water - available to the citizens at most of the public spaces with assurance of the quality and the budgeted price.
Smart Utility - Project Summary
Some of the core projects taken up under the Smart Cities Mission in Ahmedabad includes Smart Utility projects like Smart Toilets, Smart Street LED lights, In-Bus Wifi, Integration of Existing SCADA with CCC (Integration of Existing and New SCADA (WDS & Pipeline), for automatics cut-off on Pipeline issues, Collation of Smart Meter, Water Distribution SCADA and Existing SCADA for Analytics and Preventing Losses)
